I lived in Arizona where it gets just as hot as anywhere. What I did to cool my tap water was turn off the pilot to your water heater and use the hot water as the cool water, It helps.
In the middle of August my tap water read 78* and my water heater (off of course) read 68*.
Try it and you will also save on your gas bill so you can spend more on fishy stuff. Oh, and the showers are much cooler.
