I have a 55 gallon fish tank that I bought off of craigslist. The guy took great care of his tanks and fish. However he had a saltwater tank, and I was going to do a fresh water tank, with a top of the line over flow system. Is there any way I can speed up how long it will take for the salt to get off the surface of the tank? Thank you.

Just take everything out and spray it out with a hose. Might have to wipe off some of build up if it's thick. Do you plan on trying to use the same sand or substance that came with the tank

White vinagar for the tough spots and then rinse with a hose. if that doesn't work do a ratio of two parts water to one part bleach and fill tank with that, let sit a couple days, empty, rinse, let dry for a couple days, add water and dechlorinator.
